The Joint, Power Hearing on April 25, 2005 was prepared by Carrie Sue
Lane, C.S.R. No.8882. The transcript contained numerous errors and the author finds that unacceptable since it effect razing
an entire neighborhood. The citizens of the project demand the transcript redone and errors corrected. After all, the citizens
deserve her best.
Speech by Weil Alatar, administrator of Facilities for San Bernardino.

Council, and Board members, my name is Weil ALATA, (spelled phonetically). I am the Administrator of Facilities
for San Bernardino City Unified School District. I am here on behalf of
the district and Superintendent Delgado to support the City of San Bernardino Lakes and Stream projects.
Tonight you have in attendance some high school students. And they are
basically preparing to join the work force. As the district is preparing them to do so, it is really important that our city
provide jobs and business opportunities for the future generations as the Lakes and Stream projects transition from plan to
reality. It will provide much-needed employment opportunities for this community. We welcome the responsibilities of new businesses
and neighbors in the downtown area.

Rebuttal from the author. The author's rebuttal is a photo of a school
bus. This photo speaks a thousand words and touches the hearts of parents whose children are on the bus. This school bus is
a story about young people who live in a disadvantaged neighborhood and whose parents toil for a loaf of bread. Each morning
at 7:30 a.m. a school bus stops by a vacant land parcel in front of my kitchen window. I watch the children assemble as they
step on the bus well dressed and each child has a colorful back pack. This photo is to point out the neighborhood is
populated with school age children and the School District has the responsibility to acknowledge that fact. The author resents
a point of view inviting new children because we have plenty of children the school district can enjoy and work with. The
school district does not need new children! The School District is responsible for
guiding our children and must not exit our children out of the neighborhood. The outcome of razing an entire neighborhood
disrupt plans and not knowing tomorrow has a profound effect on children. Superintendent Delgado fails to comprehend the adverse
impact on young minds and must recognize his error in writing the letter praising the North Lake project. Mr. Delgado's letter
to the Mayor depict our children less significant and capable to learn and perform. The author find that offense because every
young mind is capable of learning providing the environment is supportive. The personal appearance of Mr. Weil ALATA on April
25, 2005 was clear that Mr.Delgado support the North Lake project. This is our children's environment
and our neighborhood should not be razed for new children
to enjoy. Who are these new children any way?
The vacant parcel by the school bus and adjacent to Victory Chapel is
owned by the San Bernardino Municipal Valley Water District. The parcel is blighted and in need of a weed abatement.
