Is it possible to redevelop, revitalize and find a different approach to do business without using condemnation
as a tool?
Discard all methods of condemnation and approach the social problem with a Freer Mind. Razing and Eliminating entire neighborhoods
is a pattern of thinking which is unacceptable, primitive and narrow. The problem is social and to recognize the cause of
"blight" is the freedom to challenge the mind to find solutions. Develop and do not Destroy is a psychological revolutionary
tool, a radical change harmonizing the skill of Reason and Emotion. When Intellect, irrespective of Emotion, is trained in
any particular direction, one may have great intellect, but one does not have Intelligence because in Intelligence there is
the inherent capacity to feel as well as to Reason; in Intelligence both capacities are equally present, intensely, and harmoniously.
If you bring your emotion into business, you say, business cannot be well managed or be honest. Your business mind should
not treat life merely as a means of getting money in order to live. Is it possible to bring your Emotion into business? The
author thinks that there is no other alternative but to bring Emotion into business. In the case of the North Lake project
one feels the absurdity, the cruelty, and the exploitation that are involved between the City of San Bernardino and the Municipal
Valley Water District.
So, is it possible to stop the pattern and discover a sensitive plan where Reason and Emotion can journey together?
Renovation:
Imagine investing $10K - $12k to revitalize each housing unit. The plan is to renovate each unit up to code and restore
the historic integrity. The City's risk is minimized compared to the indebtedness for new infrastructure and 25 acres of land
this City must purchase from the Municipal Valley Water District to plunk and isolate 72 single family upscale homes and three
large commercial pads. The model of revitalization bears potential fruit of an increased tax base when the property is sold.
Each property in the project area is valued at $395K, taking an average combining homes, duplexes, triplexes, and apartment
buildings. Out of town owners must revitalize and improve or suffer the consequence of huge fines. The homeowner should not
be punished because of out of town owners. The desire of our loyal citizens is to be invited to the feast table and indulge
in the celebration. A sound plan of code enforcement is a bonus for faithful citizens who do care. Those who are void of respect
the government must take action, The plan of restoring the project area and the surrounding distress area is sound, profitable,
and a step in the right direction. In the event a homeowner is inclined to sell to the Developer than the author finds it
agreeable too built a modern home next to the historic home. Both homes can journey together in time and the historic home
will do well since the wood is seasoned and the structure is build sound. One must not compare the historic and modern but
only looks at the beauty and detail of the craftsmanship expressed. As you can see, the cost of new infrastructure, developing
three large commercial pads, and 72 single family upscale homes plunked and isolated is a risk this City should not challenge.
The author suggests calculating the land values vs. potential land values and cost involved purchasing new infrastructure,
developing three large commercial pads, and 72 upscale single family homes in the future.
Infrastructure:
The Municipal Valley Water District is taking the infrastructure at no cost. In other words, the City is giving
away a million of the dollars in infrastructures. The City must vacate and surrender to the water district
all rights at no cost.
The cost of today's infrastructure cannot pay for the new infrastructure required to plunk 72 single family upscale homes
and three large commercial pads. The City of San Jose found out the cost of new infrastructures was ten folds at the time
the project was realized. The rising cost for new infrastructures is overwhelming opposed to the cost of our current infrastructure.
It is absolutely essential to find the cost of new infrastructures for the above based on the cost targeting five, ten, fifteen,
twenty, and twenty five years from now.
Financial Statement:
The water district is in business of selling water and San Bernardino's natural heritage is "water." The City cannot afford
to give away our water for millions of dollars, exceeding our annual budget, to serve other cities and counties. A permanent
water hole and loss of land use is the lot of San Bernardino if this project is gone forward. Ask the water district for a
financial statement.
Potential Rising Cost for Land Use:
The Municipal Valley Water District is to purchase all the properties for $150K - $200k million (not including the infrastructure)
If this is true, how much money is the City losing in sales taxes and shared property taxes in years to come? Further, land
and properties have potential to increase significantly. Last year the property value increased 40% and the average home in
the project area is between $275K - $350K. The author believes the potential to increase property value is a prophecy fulfilled
oppose taking a risk in purchasing new infrastructures, three large commercial pads, and 72 isolated single family homes plunked.
The only winner the author sees is selling water and profit for the Municipal Valley Water District.
A Psychological Revolution:
Generosity of the Heart is the crown in solving the social issues and a plan to revitalize neighborhoods in distress. Generosity
of the Heart is contagious and flower goodwill and excitement. Imagine, the Government doing business in harmonizing the Intellect
and Emotion. The plan for renovation offers jobs for carpenters, landscapers, painters, plumbers, and other skilled labor.
The plan offers genuine hope and possibilities for the citizens. To conclude, the proposed project is a stab in the heart
and progress of San Bernardino and the project has consequences unmatched for the entire City. The author examined the project
in all possible direction and found the San Bernardino Municipal Valley Water District as the only winner. The City
has the opportunity to harmonize Reason and Emotion which challenge the absurdity, cruelty, and the exploitation by the Municipal
Valley Water District. The water district should not treat life merely as a means of getting money to sell water. If the City
use Intelligence in business, that is, the Emotion and Intellect acting harmoniously a psychological revolution will unfold
to benefit the Public Well ness.
